I think we ought to be out there talking about ways to reduce energy consumption and waste. And we ought to declare that we will be free of energy consumption in this country within a decade, bold as that is.

This will actually be counter productive in any parts of the world where one must use energy to heat one's home. If there is no energy, people will find other "ways" to keep warm. And you know what they say? Rubbing limbs together and conserving body heat is a great way of doing that.
